Background

UNIDO International Solar Energy Center for Technology Promotion and Transfer(ISEC-UNIDO)is the unique center in the world specially for solar energy technology R & D, promotion and transfer,on the basis of the strategic needs of the world sustainable development as well as the basis of the great contribution of China on the development of the solar energy technology. On 1st December 2005, the representatives from both UNIDO and Chinese government have formally signed the agreement in Vienna and approved to establish the Center. On 26th March 2006, Dr. Kandeh YUMKELLA, Chief of Cabinet Mr. Wilfried Luetkenhorst, Director of Research and Statistics Branch Mr. Miranda-da-Cruz and Director of Investment and Technology Promotion Branch Mrs. Liang Dan who specially came to Lanzhou to take part in the Launching and Establishment Ceremony of ISEC. ISEC built in Lanzhou will not only promote the exchange in the field of energies between China and other developing countries, but promote a wilder South-South cooperation, more important is that ISEC will greatly promote the development of the solar energy in the world.

Objectives and missions

ISEC aims at enhancing the capacity of developing countries in research and development and transfer of solar energy technologies and the manufacture and application of solar energy equipment; linking the application of solar energy with local development and poverty alleviation in developing countries; establishment of demonstration pilot plants in developing countries to promote awareness building so as to stimulate wide spread manufacture and application of solar energy technology; capacity building programs and training activities for institutions and individuals, both at the International Solar Energy Centre in China and in developing countries.

ISEC is mainly engaged in transferring matured, practical and advanced solar energy application technology of China and even the whole globe; research and development of new solar energy technologies and products; providing consultancy services for the international standardization and certification procedures of relevant technologies and products; promoting international cooperation and technology exchanges in developing countries on solar energy, accelerating South-South and South-North Cooperation; conducting International Solar Energy Application Technological Workshops and Seminars; strengthening the external and internal Internet construction and information and technical exchanges, so as to enhance the overall levels of developing countries in the field of renewable energy and make great contributions to the ecological protection, energy construction as well as sustainable development and so on.

The total investment fund is ¥369,120,000 ($48,568,421) with the building area of 13976m²,including 4 parts of R&D experiments, offices, conference reception and technical training.

The solar and other energy-saving technologies applied in the building must be achieved in an advanced, matured and practical way to manifest its function of demonstration and popularization; the building with unique construction style and complete function will fully demonstrate the progressed green energy-saving technology, the environmental protection technology and the perfect union between construction science & technology and the architecture art.

  

                                         

  

                                            

            

Application of Energy-saving Technology 

The ISEC building comprehensively utilizes solar and other energy-saving technologies, such as matured solar photovoltaic technology, passive solar heating technology, the water source heat pump technology as well as the soil capillary tube wastewater infiltration technology and so on, and well demonstrates the integration of solar energy with city building construction to the society. It offers demonstration and technical support for the research, design, as well as construction of solar energy and the building and maximally uses the renewable energy to realize the harmonious relations between human and nature.

  • Reasonable Layout of Buildings and making rational use of natural energy;
  • Utilizing the passive solar heating technology solves the heating problem of 1000-1500m² buildings;
  • Optimization of Building Envelope

The consist of the thermal mass are 200mm thick ceramist concrete bricks, 90mm thick polyphenyl board as insulation layer and granite plate as the external surface. Using the low-e double glazing as the windows of the building, the air tightness of the frame must surpass grade 4.

  • Realizing natural ventilation

In the plan, an eco-atrium is placed in the middle of the main building, so that the increasing thermal pressure, which is called stack effect, working with the wind pressure on the building envelope, will promote the natural ventilation effects inside the building.

  • External Sun-Shading

Shading overhangs over the different facing windows which prevent the high sun from penetrating into the building, and minimize the cooling in summer.

  • Photovoltaic System

Nearly 500 ㎡ of monocrystalline silicon photovoltaic panels are placed above the eco-atrium, which can provide the building about 50kwp power and reduce the building’s need for the carbon energy.

  • The solar hot water system can be used to pre-heat domestic hot water supplies, therefore reduce energy requirements of the building.
  • Using the groundwater heat pump central air-conditioning system for heating in winter and cooling in summer

Groundwater heat pump system can provide heating and cooling with higher efficiency and cleaner environment, by means of using the ground energy source, which has a reverse temperature change state (warm in winter and cold in summer), a small temperature variation and big storage of energy.

  • Soil capillary waste water infiltration system

The soil capillary wastewater infiltration system has a good purification efficiency for biological pollution, is a practical and efficient way to treat distributed drainage. The whole system is constructed under the ground, and it combines waste-water treatment with green land utilization with comprehensive effect of sewage cleaning, landscaping and water conserving.

Through using the above technologies and taking the relevant measures, the total fractional energy-saving reaches 85%, including:

  • The water source heat pump 50%
  • Passive design technology 20%
  • Solar water heating system 10%
  • Solar photovoltaic generating system 3%
  • Other energy-saving technologies 2%

The building of ISEC locates in the main landscape section of Hunreds’ Miles Scene in Lanzhou, closely connecting with the Yellow River, Central Region of Lanzhou city, Waterwheel Park and Sports Park, close to Lanzhou Exhibition Center in the east that will be built up soon.
